As expected, the Barnes Foundation has turned down the last gasp offer by Montgomery County to keep it from moving. The chairman of the Barnes "rejected the proposal Monday in a letter to a lawyer representing the county, saying the foundation had made binding commitments to Philadelphia to relocate ....
